Good news: OsMak and UMak will stay with Makati

In a recent interview with DZRH, Makati Mayor Abby Binay expressed her acceptance of the Supreme Court’s final decision regarding the transfer of the 10 Makati barangays, also known as Embo barangays, to Taguig. She emphasized that all legal remedies have been exhausted, making the decision now irreversible. However, thousands of Makatizens in the affected areas are rooting for her or a member of the Binay family to conquer Taguig, showcasing their strong support for the Trojan Horse strategy.

The decision significantly affects Makati and the affected areas, particularly concerning education and healthcare. Mayor Binay expressed concern for the students who will be affected by the transfer, as they will no longer receive free uniforms, bags, shoes, and school supplies from Makati. Additionally, immediate attention is required for the healthcare needs of residents, such as dialysis patients and those in need of free medication and hospital services.

Despite the transfer, properties like the University of Makati and Ospital ng Makati still belong to Makati. The controversial decision also has implications for revenue collection, election issues, and the city jail. Mayor Binay voiced concern over the impact on tax collection, as the affected areas contribute only 6% of the total revenues but receive up to 60% of social services.

When asked about running for mayor in Taguig in 2025, Mayor Binay responded that she has not made a decision yet and emphasized that she does not engage in insincere statements. She expressed her disagreement with the Taguig Mayor, stating they are not close. Mayor Binay remains focused on the well-being of Makatizens amidst the jurisdictional transfer, recognizing the emotional toll on those affected and their genuine concern for their future.

Legal fight is over:

“Tapos na po. Lahat na po nagawa na. Na-exhaust na. We’ve exhausted all legal remedies sa kasong ito. So final na po tong decision ng Supreme Court. Wala na pong paraan para mabago ang decision ng Supreme Court. Kaya nga supreme di ho ba? We’ve exhausted all legal remedies that are available sa Makati.”

If Makatizens in the affected areas plan to protest the decision

“Well, nasa sa kanila na po yon pero I feel that it will be futile. Kahit naman mag-rally pa kayo, maglupasay tayo sa Supreme Court wala namang mangyayari. Kahit na mag-vigil pa kayo hindi na mababago yong decision ng Supreme Court. Kaya nga ho sinabi ko rerespetuhin po natin ang decision dahil bilang abogado kelangan pong sumunod. So I think hindi ho solusyon yong pagra-rally sa Supreme Court dahil tapos na. Tapos na ang laban.”

How does the decision affect Makati and the affected areas

“Ang pinakamalaking concern ay sa darating na buwan, sa August po, ay bagong school year na sa mga bata. 26,480 po ng ating estudiyante ay maaapektuhan dahil hindi na po sila pwedeng bigyan ng proyekto dahil hindi na po sila taga-Makati. Ibig sabihin, wala na hong libreng uniform, wala na hong bag, libreng sapatos, school supplies. Puwede hong libreng edukasyon, manggagaling po sa DepEd pero ho yong mga libreng natatanggap po nila nanggagaling po sa lungsod ng Makati ay although subject pa po to sa clearance from COA but I feel that for the next school year ay kaylangan na po silang kupkupin at pag-aralin ng Taguig. 

How it will affect the rest or over 300,000 residents

“Ang immediate concern ko po ay yong health. Yong mga nagda-dialysis. Yun pong kumukuha ng libreng gamot, yun pong pumupunta sa ospital para magpagamot sa spiral. Sila po yong mga concerns na kaylangan po kaagad na ma-address ng Taguig, dahil sila po ay may pangangaylangan ngayon. Kung sinasabi ng Taguig na handa na sila, sana ho handa na sila. Hindi po handang moral support ang kaylangan. Kaylangan po ang financial. Kaylangan po ang panggastos, pantustos po dun sa mga kababayan ko na nasanay. Hindi ko ho alam kung kaylangang tapatan, gayahin, o lampasan pa yong benepisyong binibigay po namin sa mga nakatira sa mga lugar na yan.

Will Makati keep Ospital ng Makati and University of Makati

“Pag binasa po yong Supreme Court decision ang sinasabi lang po niya ay yong political jurisdiction. Ibig pong sabihin na ang mga lugar na ‘to ay sake na po ng Taguig. Pero po yong mga properties. Example po yong University of Makati, yong Ospital ng Makati, yong eskuwelahan, yong health center, yong barangay hall, lahat po na yan ay pagma-may-ari ng lungsod ng Makati. Ibis ko pong sabihin, yum pong University of Makati ay pagma-may ari po ng Makati. Kagaya po ng South Cemetery dito sa Makati na pagma-may ari ng Manila.”

“Ang maaapektuhan ay yong mga tumatangkilik ng serbisyo kagaya ng health center. Yong pong pumupunta ng health center dun sa mga barangay na apektado, hindi na po sila pwedeng bigyan ng libreng gamot at laboratory. Pero pede pong ibigay ang consultation. Hindi ko na po pwedeng ibigay more than that. Hindi po ako pwedeng gumamit ng public funds na hindi taga-Makati ang beneficiary.”

The controversial SC decision will also affect many other areas like revenue collection, election issues, including the city jail. 

“Lahat po ng may kayo na nakatira sa camping barangay, ililipat po sa Taguig. Pati po yong fiscal, court, botante, ililipat din po.”

What about tax collection

“Ang ironic po diyan, ang liit po naman ang pondo na nage-generate po namin in terms po ng tax collection sa areas na yan. Sa total revenues po namin, they only contribute 6%. Pero in terms of social services, they comprised up to 60% of our social services. So imagine po, ang liit liit po ng pera na nako-kolekta po namin sa lugar na yon, pero more than half sa social services napupunta sa lugar na yan.”

Is this not a good thing for Makati

“If you look at it that way, yes. Pero ang Makati po ngayon, mas mayaman na ngayon. If we look at it per capita. Pero hindi po yun ang pinag-uusapan. Paano na po yong mga taga-Makati na mapupunta sa kanila. Ang tinitignan ko po yong mga umiiyak. Yong mga nagtatanong: Paano na kami?”

Wala pa ho along decision. Hindi naman ho ako makipag-plastikan para magsalita ng tapos. Hindi ko naman po ugali. Marami pong nagtatanong kung anong plano ko sa 2025, hindi ko pa po alam. Yun po ang sagot. Hindi ko pa po alam.”
