
Senator Raffy Tulfo dropped a bombshell during a riveting session of the Senate committee on ways and means on Thursday, December 18, accusing PCSO General Manager Melquiades “Mel” Robles of a direct connection to the nearly P700 million lottery winner, alleging that they are close associates or “katropa.”
Tulfo, unapologetically, insisted, “Sa executive session, I need to know kung sino ‘yung nanalo. Kasi nga po, may nakarating sa amin na katropa niyo [Robles] ‘yung nanalo.”
The PCSO pledged to disclose the names of lotto winners in a closed-door Senate executive session if subpoenaed, triggered by the viral circulation of an edited photo of a Lotto 6/42 jackpot winner.
During the heated session, Robles remained silent when confronted by Tulfo’s accusations.
Tulfo emphasized the need for transparency, stating, “May clamor na malaman ang katotohanan, kasi maraming nagsasabi, ‘yong nanalo ng 690 milyon, hindi raw legit na nanalo, galing daw sa mga tropa niya na nag-invest ng P30 million.”
He also stressed the need for a thorough investigation and even hinted at involving the National Bureau of Investigation if any wrongdoing is discovered.
In response, Robles chose to stay mum, leaving the allegations hanging in the air.
The PCSO, however, assured that they would submit the names of lotto winners in a Senate executive session if subpoenaed.
During the inquiry, Robles confirmed that an edited photo of a Lotto 6/42 jackpot winner had been circulated to protect the bettor’s identity.
The winner, from San Jose Del Monte, Bulacan, claimed the P43,882,361.60 jackpot at the PCSO Main Office on December 28, 2023.
Senator Tulfo insisted on an executive session to uncover the truth behind the alleged connections between the winners and PCSO officials.
He expressed his willingness to hire a private detective if necessary. Senate Minority Leader Aquilino “Koko” Pimentel suggested limiting the members joining the executive session.
Robles affirmed, “Lahat po ay on record yan at kung isu-subpoena nyo po we can provide the names.”
Senator Tulfo presided over the panel hearing, advocating for the prohibition of online betting for all lotto games.
He emphasized the significance of Senate Bill No. 2374, filed in August 2023, aiming to safeguard public welfare and encourage responsible gambling practices.
In response to queries about a poorly edited photo that went viral, Robles apologized for the editing and explained that it was done to conceal the winner’s identity.
The PCSO acknowledged that editing mishaps had occurred in the past, leading to public skepticism.
