Philippine Senator Raffy Tulfo has recently raised a curious question: Can a filthy rich bettor manipulate the country’s lottery system by spending a staggering P280 million to cover all 14 million combinations in the 6/49 lotto?

“Kung ‘di nagdagdag ng P500 million, ang pot lang dapat was only P130 million-something. So kung P120 million or something ang pot, tumaya ka ng P280 million, lugi ka pa. Kaya ang ginawa, nagdagdag ng P500 million para may ganansiya,” he said. 

He contends that the PCSO artificially inflated the jackpots, providing an enticing opportunity for deep-pocketed individuals to secure significant lottery prizes.

Tulfo scrutinized the PCSO’s decision to boost the base jackpots for various lotto games, such as Grand Lotto 6/55, Ultra Lotto 6/58, and Super Lotto 6/49, by P500 million each.

In a quest for answers, he highlighted the PCSO’s unconventional approach of boosting excitement by injecting substantial amounts into the jackpot pool, particularly for the 6/49 lotto.

“Ang purpose nila, kaya nila dinagdagan, para magkaroon ng excitement at maraming tataya. Na usually, dapat, hayaan mo lang tumaas ‘yung pot base dun sa mga tumataya. Habang tumatagal, tumataas ‘yung pot. Ang ginawa nung December, pinalobo ‘yung pot, especially ‘yung 6/49. Dinagdagan ng P500 million – boom. ‘Pag dagdag ng P500 million, may nanalo,” he added.

The trend of colossal jackpots culminated on December 29, 2023, when a solitary bettor clinched a jaw-dropping P571 million in the Ultra Lotto 6/58.

The winning streak continued on January 16, 2024, with another bettor seizing P640 million in the Super Lotto 6/49 draw. Subsequently, on January 17, a lone bettor triumphed in the Grand Lotto 6/55, securing a significant windfall.

Tulfo underscores the PCSO’s jackpot-boosting strategy, asserting that it facilitates heightened participation and excitement among the betting public. He insists that the move to add P500 million to the jackpot lures more participants, ultimately resulting in a winner when the added amount is claimed.

In a recent Senate hearing, Tulfo confronted PCSO General Manager Melquiades “Mel” Robles about a potential connection to a nearly P700 million lottery winner.

Tulfo unapologetically pressed for information during an executive session, emphasizing the need for transparency regarding the identity of the winner, alleging an association between Robles and the mysterious victor.

PCSO General Manager Mel Robles defended the lottery’s integrity, stating that betting on all combinations is permissible.

However, he cautioned about the substantial risk, emphasizing the odds of sharing the jackpot with multiple winners.

Robles clarified that the PCSO utilized its prize reserve fund to escalate the jackpot amounts, a strategy employed by previous administrations to generate interest in the games.

Despite frequent wins, Robles dismissed claims of foul play, highlighting the absence of evidence supporting such allegations.

He stressed that intermittent winning streaks are part of the natural lottery dynamics.
