In a bombshell report by Vera Files, former Davao Death Squad member and Duterte aide Arturo Lascañas disclosed shocking details about the alleged involvement of Paolo ‘Polong’ Duterte, the current representative of Davao City’s 1st district, in illegal drug trade and death squad activities.
Lascañas, who was interviewed outside the Philippines by Vera Files‘ Antonio Montalvan II on November 17 and 18 of last year, revealed Paolo’s “close” association with Michael Yang and Charlie Tan, Chinese operators of shabu laboratories in Davao City.
According to Lascañas, Polong played a pivotal role in smuggling shabu through the Port of Davao, with Lascañas acting as one of his conduits.
The report includes allegations that Lascañas was tasked with delivering money “every week” to the Bureau of Customs, Paolo, and now Senator and former chief of the Davao City Police Office, Ronald Dela Rosa.
Dela Rosa, former chief of the Philippine National Police, dismissed Lascañas’ claims, stating, “He is lying.”
Lascañas further implicated Paolo Duterte in death squad killings, stating he was summoned three times by Paolo to carry out assassinations.
“I was even summoned by Paolo Duterte three times to kill people,” Lascañas told Montalvan in an interview.
Specific details were provided about a 2013 killing in Deca Homes, where three people, including a woman, were killed due to an argument with Paolo.
Lascañas asserted that Paolo ordered the killing, and he was personally instructed to carry it out.
“I know it personally. He instructed me to kill these people, with Edgar Matobato. It was in Deca Homes near the house of Police Captain Ronald Lao, a part of the assassination team summoned by Paolo Duterte at that time,” Lascañas revealed.
Lascañas also claimed that Paolo Duterte used him as a front in smuggling operations involving rice and illegal drugs.
According to Lascañas, Paolo controlled smuggling activities in Davao ports, and he was involved in the illegal trade of rice, shabu, and sometimes sugar.
The relationship between Lascañas and former president Rodrigo Duterte was described as “more than brothers,” allowing Lascañas to inform the President about illegal activities involving his son.
Lascañas alleged that then Mayor Duterte manipulated police investigations in Davao City, using bribe money disguised as rewards.
“Sometimes I can’t read [Rodrigo Duterte’s] reactions. Sometimes he would be angry. But when he lies, it is very easy to catch him because he was so relaxed, and then he would concoct another story to cover the truth; he wanted his mouth to be the source of the investigation,” Lascañas revealed.

“That’s why this is what happened with all the killings in Davao City. No policeman can investigate truthfully without the dictation of Mayor Duterte. No policeman can do it. He will give a bribe money to the police but disguise it as reward money.”
In a shocking revelation, Lascañas claimed that Paolo Duterte had a drug triad tattoo, confirming this firsthand.
The tattoo, resembling a dragon like his father’s, was allegedly witnessed during a Freemasonry initiation.
Lascañas stated, “Polong and I are brothers in Freemasonry, brothers in smuggling.”
Vera Files sent a letter to Paolo Duterte’s office for his response, but as of January 19, there has been no response.
